20TH ANNIVERSARY OF WA PEACE BUILDING

UWSA commemorated the 20th anniversary of WA peace building, held in Parng Sarng, the Wa-Headquarter on 17.04.09 drew attention to all walks of life (local and neighboring) who participated in.    All stripe resistance leaders and special honored guests were invited to the commemoration and it was said that the celebration open for all resistance groups to have chance of exchanging information and ideas as to what to do for the best in 2010.  The people who participate in this occasion were estimated to be more than 30,000, said a reliable source.
In the ceremony, Bao Yoxiang, the Wa leader delivered his keynote speech to all participants with warmly thanks as following:

  1. To build his armed forces mighty to protect their territorial Area.
  2. To continue developing WA area with seasonal cultivation, with modern technology and peaceful
  3. To lengthen peace building within Union of Burma  as their best abilities
  4. To resist all aggressive troops who intrude on people’s lives and occupy the Wa land.

What highlight in his speech is the 2008 constitution-referendum and upcoming 2010 general election focused on by all resistance groups were completely excluded that accordingly result the participants believe Mr. Bao was not interested in  upcoming election and the referendum  which are unacceptable to majority consent.
The special correspondents and most observers concluded that the commemoration of 20th Anniversary of Wa-Peace-building open door for all resistance groups (at least, 5 big ceasefire groups) to have chance of exchanging their information, to have a close political discussion one another and to reach agreement about the unity within cooperation of finance, political, administration and military strategy.  18-19/04/09, all the armed resistance leaders held a special meeting and were in agreement about the close political and military coordination, sharing with information and doing reciprocal  help among them when there are aggressive troops trying to overpower one of the resistance groups or  all ethnic nationalities.
During the banquet in honor of the participants, Col. Zao Zongtang, a leader of WA expressed his discontent at the absence of any SPDC Senior officer at the ceremony.  “The Burmese-style colorful and flowery decoration arrangement to appease SPDC Junta found futile when there was no Burmese General present at the ceremony”, said one of Wa officers.  In the banquet, WA declared their readiness for retaliation against any attack from SPDC if WA People was intruded on and if Wa was forced to surrender arms for any change. The declaration drew applause from all stripe resistance leaders and people who were at that time enjoying the Chinese tradition cuisine in the reception hall.

One of political analyzers make a comment on the WA declaration would trigger a serious political conflict between Naypyidaw and Parngsarng in near future.  The WA Military Might Display, the close-door meeting among the resistance leaders and the non-discussion of the 2008 constitutional referendum and the devalue of upcoming general election in 2010 by WA leader astound the Burmese leaders ‘position, probably might lead Regime to double their military size deploying in such area.
Almost resistance Groups, officially ceasefire-groups, unofficially ceasefire-groups and non-ceasefire-groups (approximately: 30 groups) attended the commemoration of the 20th Anniversary of Wa-peace-building. They are:

  1. National Democratic Alliance Army ( Meuang La)
  2. Meuang Zern Group (Shan Government Forces)
  3. Former MTA led by Col. Bo Mon
  4. Former MTA led by TA Ma Kiang
  5. Former MTA led by Na Yai
  6. KNU
  7. KNPP
  8. DKBA
  9. KIA
  10. KDA
  11. KIO
  12. SSA-North
  13. Lahu group
  14. Mon National Group
  15. NDF
  16. Arakan Groups
  17. Chin Groups
  18. And so on

It was unofficially said that SSA-S dispatched his delegation (Sai Hseng Jern, the deputy Shan Editor) to attend the ceremony and try to seek cooperation with Wa for the future interest.  More than 3200 honor guests were present at the ceremony and the accommodations for them were in advance booked  from 15 -20 /04/09 that bring hotels in Barng Sarng no more room for local and simple guests. In addition, All WA Brigadiers in forefront lines were required to attend the ceremony but WEI XIOKANG, THE COMMANDER OF 171 battalion. The local people who are settling in Wa Area (about 30,000) were also invited to attend the commemoration. The population of Barng Sarng was reported that the majority is Chinese, the second Tai and the third WA and Lahu.

Coming June, 2009 Mong La led by Sai Leun (National Democratic Alliance Army) will celebrate the 20th Anniversary of peace building to mark a resistance day against BCP (Burma Communist Party). The participants to commemoration of Peace building would be the same to Wa Celebration, hoped they. To this fact, the leader of SSAN rejected, though cease-fire with SPDC reaches for 20 years, to hold such a commemoration and he was of opinion that the cease-fire is not a matter to be honored, Shan entered cease-fire due to the bad situation and for the reason of new strategy. However, they supported the commemoration host by USWA.  It benefits all resistance groups
