1. The Burmese SPDC military junta is illegitimate. They are an alien and foreign occupier of our homeland using (a) Using rape as a weapon of war against our People (b) Assaulting and beating up the Sangha (c) Using intimidation to force People against their will to vote in their sham referendum against all norms of self-determination and using the natural catastrophe of Cyclone Nargis to commit Genocide against the unfortunate victims. (d) Illegally and criminally using child soldiers in contravention of International Conventions.
2. SPDC’s illegitimacy make them a “ pariah”; their administration is utterly corrupt and diabolical - successive military regimes have turned the former Union of Burma from a prosperously developing region into a disastrous basket-case of the world’s ten least developed regions, and they have mismanaged  to do this in a few short decades.
3. The farcical “constitutional” process, now in its 15th year, is part and parcel of the junta’s deception and delaying tactics. These are transparent attempts to legitimize and permanently to entrench Burmese military rule. Despite efforts by the global community, Than Shwe and his gang of thugs are totally unrepentant.
4. Delegates to the sham National Convention were not permitted to discuss or analyze alternative constitutions. The rights of self-determination are totally ignored as are human rights, genuine democratic principles and processes are totally denied.
5. Is it our destiny to forever live under Marn domination? NO. SPDC brought misery and suffering to our people. Due to their greed and stealing of our natural resources, precious minerals; and our forests are virtually depleted.
6. All our survival, those of all Shan National – OUR UNITY IS PARAMOUNT, for united we stand and divided we fall. This is the supreme moment to renew our solemn pledge to liberate our country with courage and determination, and to free ourselves and our Peoples from the cruelties of the chauvinistic Burmese military. Have confidence in our strategy and we will win our freedom and independence. This success will come
7. We urge all armed Resistance Groups (both ceasefire and non ceasefire), all our civil society, our academics & intelligentsia, all religious and ethnic nationals, to reject the SPDC’s unacceptable ultimatum outright. This is the epic moment in our history; remember the valiant exploits of our forefathers. You will defeat the enemy as we have the Will.
